Supporting Housing Providers and Public Sector Organisations

Built Around the Needs of Public Sector Organisations

We work with organisations responsible for the safety, performance, and long-term management of housing and public assets.

In these environments, compliance is critical, accountability is clear, and outcomes must be demonstrable. Delivering improvements is not just about completing works, it’s about ensuring that every decision is informed, every risk is understood, and every outcome can stand up to scrutiny.

Our approach reflects that reality. Backed by over 30 years of fire safety and compliance expertise, we provide a structured, end-to-end model that reduces risk, simplifies delivery, and ensures that every stage is accountable.

Housing Associations

Housing associations are under increasing pressure to deliver safer, more energy-efficient homes while maintaining full compliance with evolving standards.

Programmes must balance decarbonisation, fire safety, resident wellbeing, and long-term asset performance, often across diverse and ageing housing stock. At the same time, organisations are expected to demonstrate clear governance, robust decision-making, and auditable outcomes.

We support housing associations by bringing structure to that complexity.

Our approach has been shaped through direct experience of WHQS 2023 delivery, where the integration of fire safety and energy performance is essential. Drawing on over 30 years of fire safety and compliance expertise through FireRite, we ensure that retrofit programmes are planned and delivered in a way that protects residents, reduces risk, and stands up to regulatory scrutiny.

By combining assessment, fire safety enablement, retrofit delivery, and long-term assurance into a single coordinated model, we provide housing associations with a clear, accountable pathway to achieving safe, compliant, and high-performing homes.

Governance & Reporting

Local Authorities

Local authorities face similar challenges to housing associations, often at greater scale and complexity.

Managing large housing portfolios requires coordination across multiple stakeholders, contractors, and funding streams, while ensuring that all works align with regulatory frameworks and internal governance requirements. Programmes must be deliverable, cost-effective, and capable of being clearly reported and justified.

Without a structured approach, this can quickly become difficult to manage. We provide local authorities with a single, accountable delivery model that simplifies this process.

Through our principal contractor approach, we coordinate supply chains, maintain quality assurance, and ensure that all works are aligned with relevant standards, including WHQS where applicable and wider UK frameworks such as PAS 2035 and the Building Safety Act.

Our experience in fire safety, compliance, and regulatory delivery ensures that risk is properly managed at every stage, giving local authorities confidence that programmes are not only delivered effectively, but are fully compliant and auditable.

Regulatory Compliance

Public Estate

Public buildings present a different set of challenges.

Schools, civic buildings, and other public assets often vary significantly in design, usage, and occupancy. Improvements must balance energy performance with safety, while ensuring that buildings remain functional and suitable for their intended use.

These projects require a considered, building-specific approach. We support public estate programmes by applying the same structured, compliance-led methodology used in housing, adapted to the specific requirements of each building.

Our background in fire safety and building compliance through FireRite is particularly relevant in these environments, where safety considerations are critical and must be fully integrated with any upgrade works.

By combining detailed assessment, risk management, and coordinated delivery, we ensure that improvements are appropriate, compliant, and capable of delivering long-term performance.

Delivering With Expertise - Adapting With Flexibility

Our experience is rooted in supporting housing associations and local authorities through complex, compliance-led programmes, particularly within the Welsh housing sector and the delivery of WHQS 2023.

That foundation gives us a deep understanding of how safety, energy performance, governance, and public sector accountability must come together to deliver successful outcomes.

Through FireRite and wider group experience, our team has operated within framework environments and alongside local authorities and housing associations, supporting programmes where compliance, coordination, and long-term performance are critical.

At the same time, no two organisations, or portfolios are the same.

Our approach is designed to be structured, but not rigid. We adapt how we work to suit the scale, complexity, and priorities of each programme, whether that involves early-stage advisory support, pilot projects, or full end-to-end delivery.

This balance of expertise and flexibility allows us to provide a consistent, accountable approach, while ensuring that delivery remains practical, appropriate, and aligned with each client’s objectives.
